What is Inmetro
Inmetro is short for "Instituto Nacional de Metrologia, Normalização e Qualidade Industrial", which is the National Institute of Metrology, Standardization and Industrial Quality. Established in 1973 Inmetro is a federal autarchy created to support Brazilian enterprises, increasing their productivity and the quality of goods and services. Its main attribution is to analyze technical conditions and the quality of products and services through measurements that follow a strict evaluation process. It also aims to promote economic competitiveness through metrology and quality. Products and services approved by the institutions have a “quality label” and consumers are instructed to look for this label when buying a product or hiring a service.
The main responsibilities of Inmetro are to verify that the legal standards relating to the units of measurement, measurement methods and measurement instruments are fulfilled, to implement national policies of metrology and quality and to guarantee the maintenance of the unit of measurement standards in Brazil.

Imported Products
Inmetro regulations are also imposed on imported products. In this case, the product must either be certified by a foreign regulatory agency that is acknowledged by Inmetro or by Inmetro, upon arriving in Brazil. For all products that are subject to Compulsory Certification by Inmetro, a special license is needed in order to import them.
Certification
There are two types of INMETRO certifications: voluntary and obligatory certifications:
Voluntary certifications
They are awarded to companies who wish to have their goods or services certified. The decision on a voluntary INMETRO certification gives companies the opportunity to keep their products on the international market. For example, the US and the EU require that the product or service meet the requirements of INMETRO for most products exported to Brazil.
Mandatory certifications
Compulsory certification is generally required where products or services could jeopardize the health or safety of people or harm the environment. INMETRO establishes the minimum requirements that must be met by all companies that produce or market such a product or who wish to provide such a service.
